I am stuck. It seems that I have tried every installer for the usb loader to work. I have had no luck. I cannot install the cIOS249. I want to get a usb loader up and running by the end of the week. It seems everything I try does not work for my Wii 4.2u. I need help. Please, any websites with full instructions. Everywebsite I have looked at only gives partial on how to download usb loader. I need help installing everything except the hbc. From the hbc how can I install the usb loader and have it working?

Ok, well INSTALLING the usb loader is simple. You just put it in the apps folder on your SD card. I recommend the configurable use loader that you can DL here

As for installing cIOS249 on a 4.2 wii, you should follow this guide. That will walk you through removing the stub IOS's that block installing the custom ones and restoring the trucha bug.
