I have a 4.2 usa wii and i cannot access the wii shop in order to get the channel for the miis. Is that an alternative option for this. I just got back into the modding scene for the wii and im not sure on what to do.

Use WAD Manager: (Link Removed)
Put WAD Manager in the APPS folder on your sd card & the channel wad in the WAD folder.
