If its the same for any region why does my NTSC version work,(i loaded the IOS manually) but a PAL version asks for a systems update, which i assume is an update to 4.2.
A friend wanted a PAL version, we loaded the IOS56 v5405 into his but it asked for a systems update. The NTSC version on my wii ran staight away, no update. Have no idea why.

That's because Mario Galaxy 2 install stub ios's for ios222, 223, 249 and 250. Because the version on the disk is higher than the cios currently out, it'll keep asking to update everytime, even when you reinstall the cios's. Best bet would be to use an alternate channel such as neogamma or cfg USB loader (my favourite)! ^^

I've got SMG2 on a HDD and have it running through cfg USB loader. It starts OK but goes to a white screen when trying to enter the first galaxy. How can I fix this?

I have had no problem playing SMG2 from my HDD. Have you made sure you've got the most recent cIOS installed and that you're using the the correct IOS when you try to play the game? What USB Loader are you using? I have hermes 222/223 installed aswell as cIOS249 rev19 and I have no trouble playing it with either of those.
As said above, try reinstalling it again. Could be an incomplete install.
Another thing, do you install the games from disks or do you scrub the ISO and install from your comp? I installed from a PAL retail disk, maybe the way you're installing it could be the problem.
