Is there a program that will read the iso of a downloaded wii game and tell you the cIOS???

No such program exists. To avoid coasters on backups, the wisest thing to do is to do test runs on downloaded ISOs by means of some sort of a USB loader. More often than not the same game will play when written onto a blank media and launched via a backup launcher.
