Hi. Just for your information, the term 'semi-brick' is used when you can't access your Wii's settings (instead you receive an Opera page). So your case isn't a semi-brick. It's not a common problem either, because I've never heard of it happening to other consoles.
Well, from a noob's perspective I'd say your Wii's pretty much half-dead. From what I know, you have to be able to load the disc channel (and maybe HBC) to be able to boot the wii-system-menu-update-USA-v289-repad disc. And since you can't access either, it's unlikely you'll be able to make use of your Wii. Sorry, that's all the help I can give you. Just keep waiting for a more experienced person to come along and help you.
Well, is preloader set to boot the system menu or the preloader menu? Check the hacks that are enabled, it's a common mistake. If that's not the problem I know of another way to fix it, but first check the hacks.

Preloader was set to auto boot to the system menu, but I now have it set to boot to HBC. Niether one works.
When I try to get to the system menu by Auto boot or from the Pre-loader menu it say no ticket found.
When I try to get to The Home Brew Channel by Auto boot or from the Pre-loader menu it says no title found.
