the only net connection i have is a usb EVDO thingy.and my wii is NTSC.

The main problem is that you cant softmod 2.2, not easily anyway. Few of the current hacks work. And even if you did then you would have a hard time playing most games. Your first step should be updating the wii from a game. Take it up to firmware 4.1 or 4.2.

You don't need to be online to softmod. So long as you have ALL the necessary files on your SD it should work. The installers check for their required files on the SD before trying to download anyway. This guide has an offline pack that should include everything. http://gbatemp.net/index.php?showtopic=171901

Just to add to that, it probably would help to know which games have to 4.1 or 4.2 update. Here is a list of games & their system updates, some of the newer games aren't listed as of yet, but there should be a big enough range for you to work with.
