I have unstubbed 222 and 249 but when i load usb loader it says stubs found but i have deleted them

Did you get 223 as well? That's another stub. Make sure you follow the ENTIRE guide. Some people seem to think that they can just randomly stop after some point and then wonder why things dont work.

I would redo the removal of the following stubbed IOSes: 222, 223, 249 & 250 (if they exist). To do so, you can either use DOP-IOS MOD or AnyTitle Deleter MOD. A clean uninstallation of these IOSes will enable you to successfully install cIOSes.
