I got my wii upgraded with chip and hard drive, now internet doesnt work and i cant get into settings with out opera error, the guy that did it told me i can install wii config in wad manager to get to the settings a different way, i have tried but i get error 4100 he then told me to instal ios 249 which i dont even know how to do, i am really disapointed from the service this guy has given me as he just wants more money to fix it, and it has been like this scince i got it back

The reason for bricked system settings is by running an out of region update on your system. I highly doubt the guy that modded the system did this. This is more then likely an update that you performed with an out of region game.
It isn't the modders job to tell you what you should do and not do with a modded system. It should be on you and you alone to find out what you should and shouldn't do with a modded system.
Your best bet is to put up the money and have the modder fix it. Evidently you don't know much about the MOD scene and would probably do more harm then good.
