Wii 4.2u soft mod stop working

Hello everyone, my Wii which was soft modded just stopped working. i havent played it in a while and suspect a young family member is at fault. My problem is Neogamma would not load, it would freeze and I'd have to restart the console. I deleted the neogamma channel, and now i can not reinstall it. I been at this for over 4 hours with no luck. Most tutorials say install it with wad manager, but when i try to install wad manager 1.21 i get a black screen. I read somewhere about a cios249 and uninstalling it but when i try to down grade i get error -2011 down grade fail. Any help will be appreciated
