Well 249 and 223 are stubs, so either you have not followed a guide properly or you have updated and added stubs. However you do have cios250 that will be useable.
Do you still have the homebrew channel?
I used anytitledeleter to remove the stubs (223 and 249)
Then Wad manager start using 250 as this is one you do have. Add the wads required
249 rev20 base56
222 rev4 base 38
223 rev4 base 37 merged 38)
224 rev5.1 base 56
Once you have added these start Wad manager again on 249 and add wad 250 rev20 base 57
If you do not understand this then I suggest using a 4.2 hack guide (although some parts will not be relevant)

The best cios at the moment seems to be rev19 or 20 base 56 (usually on 249) this runs all but 3 games (using a USB loader) base 57 runs the rest
How are you running the games (from a disc or a hard drive/flash drive)

try loading them with a different ios from within cfg usbloader. Touch 1 on wiimote after you select the game but BEFORE you load it. Use the wiimote to alter the ios option. Try 249, 250, 222, 223, 224 if you have them. I saw above you had IOS223 but no IOS222. Have you installed HermesIOS222/223 V4? Try that if you havent already.
You can also try Uloader. Until I found cfg usbloader that was the only loader I had that would play guitar hero five. Maybe u'll get lucky and it will load up your Wii Sports Resort or NBA. Do you have the Motion Plus device? I heard sports resort won't load without the device attached to the wiimote.

Nah i have
IOS222 (rev 4): Trucha Bug, ES Identify, NAND Access, USB 2.0
IOS223 (rev 4): Trucha Bug, ES Identify, NAND Access, USB 2.0
So its not that i tried a couple other Loaders and i got black ops to work
Wii resorts ill canccel out because i dont have the motion plus but it should load and tell you to connect it o well.
That leaves NBA ill just keep switching loaders to see which one loads them also trying different IOS
