Wii PAL not working on USB

I have a few games that are PAL but when I select force to NTSC,or 50H or 60H they either still flicker (in color though) or not work at all (blank screen).
I have the compatible USB Loader.
Do I need to change the IOS's?
When I went to the compatible chart, they say it works, why not on mine?
Any Suggestions?
