it means its bricked or you have a faulty video wire / tv plug.

If you could please provide a bit more information, that would help:

When did this start happening?
Are you a softmod or hardmod user?
What did you do to the wii before this happened?
What firmware is your wii?
Did you install bootmii?
Did you install Priiloader?
Did you make a NAND Backup?
Do you have a Gamecube Controller?
Did you trucha-patch your IOS during softmodding?

Also, what have you tried to fix this?
