Maybe you don't have a Wiikey 2 installed, another theory is that the iso is corrupted or you didn't burn it properly.
I can only suggest you either reburn the iso to a DVD-R slowly, you download the update from another source, or you double check you have a Wiikey 2. I don't see what else can be done--Which brings up a good point, since Wiikey are no longer linking to downloads, you may as well remove the chip and change to softmods.

My little sister is using the WII, it has to be easy for her. And the Wiikey 2 is.
I have talked to the one I bought the chip from, many customers have this problem, it may be a defective chip.
softmodding will be easy for her. there's nothing simpler than pointing to the game cover and hitting A two times in usb loaders. and no need to worry about discs, except the originals.
Both options are relatively easy, however, since Wiikey 2 are no longer linking to their downloads, it's highly doubtful if you'll be able to get a working Update Disc, meaning you won't be able to play NSMB. Buying another chip will cost you good money, while softmodding is entirely free. The choice is yours.
