Would Flatmii run Bootmii even if system critical IOS were deleted.

I've got a disc that has Bootmii on it, and I was wondering if all I got when I turned the Wii on was a black screen, would flatmii still be able to send instructions to the DVD drive to run said ISO program, or would the entire system still be unresponsive since, without IOS 60 or other crucial system IOS files, it simply would not run right.
