How to open "octet-stream" file

Thank you for reading this!

So, I have recently purchased a digital scrapbook paper pack online. She sent me the individual (supposedly jpeg) files but I can't open them. When downloaded they appear as a blank sheet of white paper. None of my programs know what to do with them. I can open and view them in Windows Photo Viewer, but I can't do anything else with them. under the file information it says "application:octet-stream" I'm trying to use them to create various things in Photoshop Elements and I need to convert that file to something useable. Any information would be GREATLY appreciated, as the sender is unreachable right now due to the terrible Colorado fires currently burning down her neighborhood....
