Windows 7 desktop picture won't center???

My buddy just got a laptop with windows 7, and he's trying to center his desktop picture... he selects the photo he wants and clicks on center, but it won't center... just stretches all the photo's to fit the entire screen....

none of the other options work either, (tile, Etc.)

is there a lot of bugs with windows 7? or is this easily fixable...?
