comcast throttling my bit-torrent speed?

I had comcast in my same apartment with my same equipment less than a year ago and I was getting very fast torrent speed. I've been away for almost a year but now my torrrent speed with comcast won't exceed 200 kBps. If I do a speed test my download shows 1400 KBps and I'm supposed to be getting 1.3 M speed. Is there a file I can download online as another proof that my ordinary download speed is good and that comcast has indeed begun throtling my bittorent? I tried tweaking my bittorrent client to no avail and I tried using the http://www.torrentsecurity.com free trial which was supposed to work as a proxy for $10 a month and undo bittorrent throttling but directions on there web page were not clear at all to me and I couldn't get it to work. Can anyone get any of these proxy programs to work to stop bit-torrent throttling? I'm pretty sure I'd rather pay $10 a month to fix throtting with comcast as opposed to going back to DSl. Even though comcast does have a 250 gig download a month limit.

It may or may not be Comcast that is throttling you. However, a proxy server will only keep you from getting sued. Suing is coming back and will probably come back with a vengeance. The problem is Comcast can see what you are doing even if the cyber cops can't.

Newsgroups with SSL can fool your ISP. If you are going to pay you might go that route.
