I have successfully open port 45682 for utorrent.. but my question is that how I open this port permanently,,? coz when my pc and internet modem off by electricity shutdown and when resume electricity and when ON my pc and modem then the port is not open status when I check it,,, and I manually open it again from my router gateway page..

A power outage shouldn't affect your port forwarding, happened many times here. After the outage when you reset your port, is it to the same ip address or a new one? If not the same address a static address will fix that. Could be your router resetting too but I know of no fix for that.
I think the IP address change every time when shut down the router,, I m not sure about that.... I check and tell u later...
but is there any way to set the permanent IP for this job....?

Use these two from Open DNS, I've used them for years: 208.67.222.222 and 208.67.220.220 Make sure to use the address you see at ipconfig/all (appears you have), those sites like Canyouseeme, etc only show my external ip which isn't the right one to use. Out of curiosity, if ipconfig/all doesn't show the DNS Servers you used where'd you get them? I'd blank out your ip address too.
