HELP - Editing Matroska Video Software

Does anyone know of ANY software that will do a minimum of basic matroska video edits. I need to do cuts AND fade out & Ins are essential.

Lots of software can do cuts but I have not found any that has the FADE in or out capability. Ability to add music would be ideal also.

I need to keep the unedited parts of the video as lossless matroska video. I'm not needing to convert the video.

Also:

I've never been able to do an accurate cut with any AVI type video.

Is it possible to do an exact frame cut with a matroska file or can that only be done with an MPEG?
