I posted this elsewhere, but something went wrong with the search engine so it didn't appear at all in Google.
Here is a free DVD software player that allows you to raise subtitles to the top of the screen and also display 2 subtitles languages simultaneously at the same time.

Can install on English Windows, however the install dialogue boxes are gibberish. During install, make sure you uncheck the adware tool bar. To raise the subtitle(s), just use the mouse to instantly drag the subtitle(s) to any location on the screen. Screenshot 1 shows what you can do with this software.
1)To start playing the DVD, click the round disk (next to folder)
2)To choose correct audio language, follow directions in screenshot 2
3)To display correct subtitle language, see directions in screenshot 3
4)To add 2nd simultaneous subtitle, follow directions in screenshot 4
