how do I play others online with the PSP?

I can connect to the internet with my PSP 3000, but when I try to enter the lobby it hangs on "waiting for opponent request", but nobody ever comes on. Also, it will say "choose opponent" but there are never any names there to choose. What am I doing wrong?
