i just got my psp with 5.51 firmware . i can see every where that it cannot be cracked. but when i went to buy a umd some shopkepper told me that he can do it. my Q is should i believe or he's just pulling my leg ? and if he fails to mod the psp will it be gone for good ?
If I am not mistaken once you go to OFW 5.50+, you can no longer do CFW until a downgrader is available for your current version, and it seems things are moving a bit slower than they used to due to various reasons.
It also depends on what version of PSP you have as well.
I have a PSP 2001 with the v3 Motherboard that can not be cracked once it is updated to 5.50+, and it was 5.50 when I got it, so I am in the same boat as you.
If you do not know the person or they can't provide credentials to their work never trust them to do something on your PSP, as they might brick it, rendering it unusable.
Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.

is there any kind of UMD burner ? and is UMD are available in blank form ?
I heard that one game can be played on several psp so i think that if i can get a iso and burn it in a a umd it might run in 5.51 FW ?

No to all of this. And even if you were able to burn an UMD, you still wouldn't have a true 1:1 copy of the game. So it still wouldn't work.

thnx for the comment i just came to know one umd burner costs atleast 7000 USD. i better buy 500 umd games that will be for me and my grandsons/daughters
