It's bricked. What PSP model are we speaking about?
Xbox 360: Slim untouched with a faked 320 GB harddrive for XBL, phat with LT 3.0, played Halo early, so going on live would be an instand ban, also with a faked 320 GB harddrive
PS3: Untouched 160 GB Slim, 60 GB Fat with latest Rogero and 160 GB internal harddrive.
PSVita: hardly ever play it
GameCube: Black with a Viper chip installed. With gameboy player. Trying to get a Wavebird controller.
You need a Pandora Battery and a Magic Memory Stick to get it back to life, for the Pandora go to www.dealextreme.com, for the Magic Memory Stick google is your friend.

There is no other way to fix a brick as long as the PSP wasn't on custom firmware before, it is a software error, not a hardware one. If the PSP was on custom firmware you could try getting into recovery mode (press the right shoulder button while powering the PSP up), if that still works (which I doubt) you might be able to fix it without a Pandora and a MMS.
