I have a video stream which I ripped out of a matroska (MKV) file. The entire movie file was too large for a standard DVD (6GB) so I down sampled one of the audio tracks into AC3. The video file is h246, and I want to downgrade the quality by JUST a hundred megabytes or so (I'm now at 4.4GB after sound conversion).

How can I accomplish this?
