Best Video Editing software for my needs on PC?

(I tried to post in the "video - software discussion" forum, but that wasn't available on the "Select a suitable forum room" drop-down)

I'm not interested in any effects, transitions, titles, etc. I just want to crop, splice, convert, etc, any format, any codec. Basically, what I really want is VirtualDub, that handles a lot more formats -- like, hi-def MTS video, etc.

I don't mind paying for the right product, I don't mind if it has the additional fancy features, as long as it supports my basic needs.

Any suggestions?
