I have a video editing project in my mind but I'm not sure what the best way is to go about it. I've tried a few attempts on my own but couldn't quite figure out how to do all the things I want to do. Here's the rundown of what I'm trying to do:

I have a non-English movie that I want to create a fan edit of. I want to reorder some scenes, cut some stuff out, and rewrite parts of the English subtitles. I have the movie on DVD and ripped to VOB files. What I'm looking for is a video editing program that will allow me to load the video/audio, import the subtitles, and edit all three together. Sony Vegas allowed me to import the video and audio but not the subs, and I need the subs loaded while doing my edits, and I need the ability to alter the subs while editing the video/audio.

What would be the best way to accomplish all of this? Thanks in advance for your time and help.
