new video editing software for beginners

I am a complete newbie when it comes to video and video editing. I'm looking for a software program that will do some basic stuff and runs with XP. I have researched Video Pad by NCH and Adobe Premiere Elements. I have read a few reviews that say Premiere Elements is hard to use, but I am familiar with Photoshop.

Am I completely off based with these two or on track? Is there anyting else I should look at?
