What's better, DVD rips, or HDTV rips?

I see a lot of posts on random forums for Title.S01E01.HDTV.XviD (not 720p, just the normal rips from HD sources), and I also see some things like Title.S01E01.DVDRip floating around. Assuming it's the same episode of a series being compared, is a HDTV rip better than a DVD rip? Is there a difference at all since it's not HD resolution?

It's a random question, but I'm curious.
