Every so often during VBR, my TMPGENC will crash at the half way point AFTER creating the "log" file. Is there a way to complete the encode using this log file so it doesn't have to do it all over again? I generally work with usually longer files (1 hr plus), so it takes a while.

I don't think so...What log file are you referring to?
Do you mean the "save analyzing result of multipass VBR to log file"
(or similar verbiage).

Why is it crashing ?

The log file is generated during the first-pass of a 2-pass VBR, it looks to me like it is a record of the analysis. Crashing, not sure why, but its rare. At any rate, that first [analysis] pass on a long file can take 2-3 hrs (depending on filters and quality of course), and then that long again for the encode, so you can see why one would want to "jump in" at the encoding pass, using the analysis that is already in place...
I haven't ever found a way, do you know of one?

Like you, I've never seen how to do it, or if it's even possible.

It is the results of the analysis. In fact, the 2nd pass should run
quicker, especially if you set the motion search precision to high.
