MP4 conversion Help

I currently undertake alot of work with MP4 video files

These are usually 3gb in size which is approx 5hrs 50 min. I need to quickly compress these to a smaller size, preferably splitting them aswell into smaller more managable chunks of say an hour long each.

I am trying to do this using winavi which will allow me to set the file size to a max before creating another file.

What i would like help with is

what is the best software to use?

What is the best compression to select?

Currently trying xvid at 512kbps.

Any help would be much appreciated. I am going to get an I7 machine to help with the speed of converting but want to get the software and compression right aswell
