DVD Flick will optionally create a menu and optionally burn the disk using the included ImgBurn software.
A concise guide is available by clicking 'Guide' on the main window.

attar gave you very good advice... DVD Flick is free and will convert .avi to DVD format and burn a DVD that will play in any DVD player... It uses a version of ImgBurn as its burning program and ImgBurn is the best there is...

Or if you're looking for a commercial (not free) program, ConvertXtoDVD3 (by VSO software) is wonderful (gives you more choice of menus, customization, etc)... but, DVD Flick will do what you're looking for if you just want to be able to convert, burn and play.
