You will probably need a boot disc, im trying to get hold of one myself but due to the age of the dreamcast the majority of sites are either closed or just dont work.

It was regared as having good home brew for a few reasons:
1.) Homebrew was about all it could do...so people who only had a dreamcast tended to do homebrew more than others.
2.) PS1 had homebrew, but it had very little good stuff; since good PS1 games were common.
3.) Most games used a modified version of Windows CE (like from the old smart phones), but with basic DirectX support. This made it easy to port WinCE apps to the system...but why bother with emulating that when you can just run a Windows CE emulator?
4.) There is a free SDK for the system; I forget what it is called, but I am sure you can find it easy enough if you want to...try wikipedia.
Just about every Atari, NES, Master System, SNES, Genesis, N64, etc...has a good following in the emulator scene; not just games, but bioses as well...if there was anything worthwhile on the Dreamcast, it would be online. Heck, if there was anything good, then they would not have discontinued the POS after just 26 months. The only nice thing I could say about it is that the PAL controler with the screen was cool...but mostly useless and very uncomfortable.
