The need of it is when you are Swapping for a Backup say using Cogswap
You can do a TOC refresh also with Swap Magic, but really is no need to.

Most people these days don't worry about if they are using ESR to play Backups or have a modchip installed.

thanks but what i mean is that i use dark cloud 2 for the cogswap and was just wondering why high toc games were needed to use cogswap

In order to use Cogswap, the game you use to swap with needs to be of same size or larger in order for the game to load properly.
