ntl/upc capped the cable box on the gutter

Ok so I had a pipe running from the n*l box on the gutter, neighbours just got a multiroom pack today an the n*l guy seen the cable an plugged the box with a cap, Im paying for the pipe downstairs so Im not robbing them, tho is there anyway to remove it ?

"vice grips" is a handy tool
but regards what you are talking about would be illegal
why not just split the signal from downstairs to up!!
