VM Test Channels

There are now 4 VM Test Channels on my STARVIEW 3 THE BOX SUPER. My EPG shows what programs are on these channels. None of these channels can be viewed as they are scrambled. Does this mean that they are testing N2 or N3 on the channels?? BTW I am located in England.
