The .dat (avseq01.dat) file lies in the D:\MPEGAV directory of your VCD. If it had been a SVCD, it would have named avseq01.mpg and would have been in the D:\MPEG2 directory of the SVCD.
To extract it, you can directly copy on your HD, but after that you need to convert it to a 'true mpeg' with VCDGear (dat --> mpeg or mpeg --> mpeg).
After some minutes you'll have a brand new video.mpg file, which you can either edit with TMPGenc or make another VCD with VCDGear, on your HD.

another lame problem...
i have a bin, i did everything you said, but i don't actually want to burn a dvd, i just want to watch the movie... so what do i do??...
i know, i'm so lame...

First, extract the avseq01.dat/avseq01.mpg from the image as I explain ('mount' the image with Alcohol 120%, for example, so you'll have a 'virtual (S)VCD').
Second: double click on the movie.mpg you created.
