I just got a movie off irc and cannot see it but can only hear it this is the file that was sent to me

The SVCDs (but the VCDs do) cannot be correctly seen on all DVD players. Maybe this is a case like that. Read the http://forums.afterdawn.com/thread_view.cfm/111795 thread to learn how you can make a VCD from a SVCD (avoid the lesson on the image --> rippped riff file extraction and just act simpler since you have a (S)VCD your real CD-ROM unit, [that is E:--->D:]).
