AVI to MPEG 1 (file too big!)

Hi, I used TMPGEnc to convert my 300+mb avi file to an MPEG1 so I can burn it as a VCD, but the converted file is 1.3GB big!

Can someone please please tell me how to get it to smaller than 700mb without too much loss in quality?
(Its a dvd-rip file.)

You can either split the movie into 2 CDs (Select Range with TMPGenc, 0-->Frame for CD1 and Frame+1-->End for CD2) or, losing very litte quality, use the KVCD templates for TMPGenc http://forums.afterdawn.com/thread_view.cfm/124272 commented in the poll http://forums.afterdawn.com/thread_view.cfm/126073.
