Does ATI's videoshader help significantly?

Most ATI cards have a feature called videoshader that supposed to help with mpeg 1/2/4 decode/encode.
How well does it work?

Does it work in concert with the CPU, independantly of the CPU, or instead of the CPU?

I'm wondering if a vid card upgrade help with my rendering and encoding.
