Converting movie files to mpeg-4?

I was wondering if there is a program to convert movie files into mpeg-4. I use DVD-Decrypter to rip the movie, dvd-shrink to put it into a iso, then dvd-decrypter to burn it to a blank DVD. I have heard that converting it into an mpeg-4 makes the file ALOT smaller than a normal iso which is usually a little over 4 gigs after shrinking.
