How do I make a widescreen DVD

I've read the guide to convert AVi to DVD (http://www.afterdawn.com/guides/archive/convert_avi_to_dvd.cfm) but it doesn't tell you how to make a widescreen dvd, when i do what it says the movie is stretched vertically.

So let's say I have an .avi that has a resolution of 640x272. I'm playing it on a normal TV (not widescreen).

Basically in TMPGEnc I'm looking at the setting on page 1/5 on the project wizard where it says PAL(16:9), on page 2/5 under Aspect ratio and in Other Settings on page 3/5 where it says Video Arrange Method.

What are the settings I have to change?
