How to make a IFO DVD Menu

Hello,

I have a rough IFO file that doesn't really give me
any options. This came from the program VSO DVIXtoDVD
How can I make modify the ifo file so that I can create a chapter menu like most DVD movie titles have

Import the vobs into something like DVDLab or TMPGEnc DVD Author. Make menus, compile, burn.
