I remember dummy files being critical to Dreamcast games to push the data as far out to read more per rotation.
As for ps2, I can only see it making sense to shrink games for ps2 hdd loading, but why for regular disc burning?

i think its for making games run faster.....and less time burning.

Try burning a PS2 backup with the dummy file left as is and booting it with Swap Magic, then you'll answer your own question. You have to overwrite the dummy file when using Swap Magic in order to get games to boot.
