ps2 vibration fuse high tech question

I just replaced my vibration fuse on motherboard, ps9 a (s7 0.7amp fuse), and works fine now on a v4 model. I'm an electrician and no some electronics, resitors, diodes relays etc... My question is regarding the fuse itself. What is it protecting? Is it protecting the chip that sends the signal to the controler to vibrate or something else? Dose power go through the fuse first and then to a chip and then to your hand held controller or from your controller back through the fuse and to a chip which sends a signal to vibrate?
Sounds backwards, but theres a reason I ask. If a fuseable link between the controller and ps2 console could be designed this would elimiante that fuse from evering blowing. Any Ideas?
