I have a dvd movie that is scratched and am trying to make a backup using DVD X Rescue. It gets to a certain point and the time keeps increasing but not moving any further in the process. Does this mean that it will not rescue this dvd?

Most likely yes .. have you tried cleaning the disc first?

You can also try this.

Once Xrescue is open, click on file>preferences and put a check on the box next to "Accept read errors during copy"

Try analyzing the disk before trying to rescue it.
Try and perform a readability test, be certain and select the moderate scan option
