This is at best misleading.

ANC reduces ambient sound by generating a waveform opposite to that of the ambient sound. It thus actually does partially cancel the ambient sound. A good explanation, with a diagram, can be found in the Wikipedia article "Active noise control".

ANC is not effective against percussive sounds which do not allow time for reception and generation of an opposing waveform.
