Changing the resolution of a .wmv video file.....

Ok so I am making a music video for a friend, and I am going to use Adobe Premiere to capture/edit it and then use Adobe Encore for the menu making.

But, I ran into a slight problem. The .wmv(728mb) video file is 640x480. Encore only excepts 720x480. I would use mpeg2(720x480) but that file is 4x the size(2.6gb).

So here is my question, how do I convert/change the resolution of the .wmv file to 720x480 so I can use it in Adobe Encore.
