DVD burning - jumpy frames

I am using a B&W Mac with a G4/500 upgrade; OSX 10.2.8; Toast 6 Titanium; and an external FW LaCie DVD burner with a Pioneer DVR-106 drive. I have imported movies from a Sony mini-DV camera, processed them in iMovie 3, and saved them as QuickTime mov files. Then I compressed them to MPEG-2 files and burned them to DVD-R disks. Everything worked well, and the finished DVDs played in normal players. Great!
PROBLEM: The frames are jumpy in the finished DVD, especially when panning or zooming. They are smooth in the original mini-DV cassette, in iMovie, and in the QuickTime mov file. But somewhere in the compression process or burning process the smooth movements become very jumpy. What could be the problem? Is it my processor speed or my software?
