Slow Downloads With Green Light

I am using BitTorrent with the Azureus client. At first, I had troubles configuring my router. When I finally got it configured, my downloads were still going pretty slow despite the green light. My downloads are going at about 15kbs. Can somebody help me?

I tried lowering my default update slots per torrent to 2. Will this help at all? Some help would really be appreciated.
