How do I Overlay Live video with a pc generated feed ?

I'm not sure if this is the right forum to post but if anyone can help I'd aprreciate it.

Does anyone know of a cheap effective way to Overlay Live video (via a composite feed) with PC generated TV OUT feed (again via a composite feed)?

The Video system is PAL by the way.

Essentially, what I need is pointing towards a device that can overlay the PC image on top of live video - that can then be pushed to a display screen.

The device doesn't need to do any additional fancy wipes/ fades etc as once it is set up - I guess it will stay set like that.
